The Central Committee is hereby established as the national governing body of La Asociación Ñeta within the United States of America. It is the highest administrative and coordinating authority of the Asociación and is responsible for ensuring unity, structure, and adherence to the principles set forth in this Constitution.

The National Governing BodyThe Central Committee leadership shall consist of the following positions:
- The First (Primero / President)
- The Second (Segundo / Vice President)
- The Advisor (Asesor)
- The Treasurer
- The Secretary
- The Sergeant at Arms
- Three Vocals (Vocales)
The Central Committee shall also include representatives from every State Chapter (First, Second, Advisor, Treasurer, Secretary). These representatives collectively form the full Central Committee body.
In addition to State Chapter representation, the Central Committee shall include the national-level leadership of:
- The Disciplinary Committee
- The Dialogue Committee
- The Prisoners' Friends & Family Committee
Each State Chapter shall maintain the following leadership positions: First, Second, Advisor, Treasurer, Secretary, and Sergeant at Arms. State Chapters operate under the authority of the Central Committee.
The Central Committee exists to coordinate, administrate, and unify all State Chapters across the nation, ensuring that the Asociación operates as a single, cohesive body.
The Central Committee is responsible for all national decisions, policies, and directives affecting the Asociación as a whole.
1. Agenda Formation: The leadership shall publish an agenda based on reports and proposals from State Chapters.
2. State Deliberation: Each State Chapter reviews the agenda and reaches decisions through internal voting.
3. National Vote: Representatives present state positions, and the Central Committee conducts a final vote.
All discussions, debates, and decisions must be grounded in base y fundamento—meaning reason, evidence, and principled justification. No member shall reject an idea arbitrarily or oppose a decision without a reasoned foundation.
Although leadership roles exist for organizational purposes, no individual holds authority above the collective body. All members are equal in dignity and voice. Leadership positions are roles of responsibility, not superiority.
The Central Committee ensures national unity (Sec. 8). All representatives are accountable to their chapters and the Constitution (Sec. 8). Transparency is mandatory (Sec. 9). All decisions made through the democratic process are binding across all State Chapters (Sec. 10).
